Some persons struggle to train a dog they adopt from the SPCA. The previous owners may have abused the dog and caused it to become very aggressive -- some breeds tend toward aggression, others cower when abused.
New owners may be doing the best they can to teach their dog reasonable etiquette/ manners around others and their dogs. Training takes time, and should start with a dog learning to 'heel' with and without a leash, and never pull owner. Most dogs can learn this and basic manners, but some dogs remain unpredictable. That shar dog may be one unpredictable dog that should not be taken to a dog-friendly park and should never become part of a household with children.
The situation is not your fault, and the owner is doing the right thing by taking the dog to training sessions, but that may not result in a trustworthy and trusting dog.
